Last name of Staple comes from the 1925 IA census for Clarence Milne, where he names his mother. Clifford names Stepel as the name.

The 1895 Iowa census has no name like Christine Stepel, so no clue as to parents. The 1900 census has no name like Stepel in Benton or Tama.
